Soccer Substitution Rules (2026/27): Five Subs and 10 Seconds

Soccer substitution rules usually allow up to five player changes in senior official competitions that adopt the five-substitute system, with a maximum of three substitution opportunities during play. Changes at halftime do not use one of those opportunities. The number allowed depends on the competition, however, and a major change in the 2026/27 IFAB Laws of the Game now requires a player being replaced to leave the field within ten seconds of the substitution signal in normal circumstances.

The authoritative reference is IFAB Law 3: The Players, checked October 11, 2026. Local youth, grassroots, professional and international events can have different approved rules, so never assume five subs in every league.

Soccer substitution rules at a glance

QuestionRule or important exception
How many substitutes in a typical top-level official competition?Up to five used, if adopted by the organizer
How many in-play substitution windows?Usually three opportunities, plus halftime
Can two players come on during one stoppage?Yes, and it uses one substitution opportunity
Where does the new player enter? At halfway, during a stoppage, with the referee’s signal
How quickly must the replaced player leave under the 2026/27 change?Within ten seconds, subject to injury/safety exceptions
Can an outgoing player return later? Not in ordinary elite competition; authorized return-subs systems differ
Do substitutions reset in extra time?Unused allowances can carry over; an extra sub depends on tournament rules

How do five substitutions and three windows work?

The five-substitution rule does not mean a coach can stop play five separate times to replace one player on each occasion. In competitions applying the standard five-sub model, teams generally have three opportunities while the match is in progress. A team can replace more than one player during the same break, and that still counts as only one opportunity. Half-time changes do not count against the three opportunities.

For example, Team A replaces two players at minute 60, one at minute 72 and two at minute 84. That uses all five permitted substitutions but only three opportunities, so it fits the ordinary model. By contrast, five single-player changes at five separate in-play stoppages would exceed the three opportunities. If both teams substitute in the same stoppage, each team uses one of its own opportunities.

The organizer decides the actual match limit under the framework of Law 3; for some formats, a smaller total applies. Substitution capacity is not interchangeable with the number of players permitted to sit on the bench or named on the team sheet.

What’s new in soccer substitution rules for 2026/27?

The new ten-second exit limit is designed to reduce time-wasting. Under Law 3, once the substitution board is displayed, or the referee signals the change where no board is available, the outgoing player normally has ten seconds to leave at the nearest boundary. The referee can direct a different exit route for safety, security or injury reasons. If several players are coming off in the same stoppage, the ten seconds start after the last substitution is indicated.

If a player does not leave within the required time without an accepted exception, that player must still go off. The new substitute cannot enter immediately: play restarts, and the substitute may enter only with the referee’s permission at the first stoppage after one minute has elapsed following the restart. This means the team may temporarily have fewer players on the field. The substitution cannot simply be canceled or changed to a different incoming player to avoid the consequence.

Does breaking ten seconds automatically mean a yellow card? No. Law 3 reserves a caution for a player who excessively delays the restart beyond the ten seconds. The wait for the replacement and the disciplinary issue are different decisions. These details appear in the official 2026/27 Law 3 text and the IFAB law-change summary.

How to make a legal substitution in soccer

Step 1: Notify the officials

Coaching staff communicate the intended change during an authorized break. The incoming substitute must already have been listed among eligible substitutes before kick-off. An unnamed player cannot join the match as an ordinary replacement.

Step 2: Let the outgoing player leave

The player being replaced normally exits at the closest boundary point, not by strolling across the full field to the halfway line. Safety or injury may lead the referee to direct another route. The 2026/27 ten-second requirement matters here; the departing player should respond promptly when the substitution is indicated.

Step 3: Enter at halfway with permission

The replacement waits until play is stopped, the outgoing player has left and the referee permits entry. The incoming player joins at the halfway line, and the substitution becomes complete as soon as they enter the field. From that moment they are a player, not a substitute, and may take the restart if otherwise eligible.

Can a substituted soccer player come back onto the field?

In ordinary adult professional competitions, the player who leaves by substitution does not return in that match. The exception is return substitutions (sometimes called rolling subs) in approved youth, veteran, disability and grassroots formats, with authorization from the relevant football body. Do not confuse this with a player briefly leaving for treatment and returning with the referee’s permission: the latter is not automatically a player substitution.

Players sent off after kick-off cannot be replaced. A coach cannot treat a red card as simply another use of the five allowed changes. Consult the specific Law 3 wording for unusual team-list or pre-match dismissal cases.

Are more substitutions allowed in extra time?

A team can use remaining substitute slots and remaining substitution opportunities during extra time. A competition may also allow an additional substitute in extra time, together with another opportunity. That is an organizer-specific permission, not something that automatically applies to every knockout match.

Changes made between the end of normal time and the start of extra time, or at the extra-time interval, do not consume an in-play substitution opportunity. For an upcoming cup final, check that event’s regulations instead of assuming it has the same limits as a domestic league. How that affects tactics also depends on formation; our soccer formations guide explains common midfield and forward shapes coaches adjust during matches.

What about international friendlies and concussion replacements?

The 2026/27 IFAB law changes distinguish official competitions from senior national-team friendlies. For senior ‘A’ international friendlies, Law 3 provides for up to eight used substitutes, or up to eleven if the two teams agree beforehand and inform the referee. Substitution-opportunity limits still apply. A friendly is not always played under the same substitution maximum as a World Cup qualifier.

Competitions may separately use an authorized additional permanent concussion substitution protocol. Such substitutions are designed for player safety and require the applicable competition to adopt the protocol. They should not be folded into a simple five-player count without checking the governing regulations.

Why do coaches save substitution windows?

With only three in-play opportunities, the timing matters almost as much as the number of replacements. A coach who uses every opportunity early may have no later in-play window left, even if an unused player-substitution slot remains. Teams therefore often bundle replacements during the same stoppage. Tactical changes can involve swapping a winger, introducing a defensive midfielder or adjusting a team’s pressing and shape.

Positions on the field stay governed by the same rules regardless of who wears the shirt; see our soccer positions and roles explainer for a foundation in the roles coaches might change.

Soccer substitution rules FAQ

Can a team make five substitutions at once?

It can make multiple substitutions in one authorized stoppage, up to the number it has left and within its competition’s limit. Those substitutions use one opportunity under the standard five-substitution model.

Are substitutions allowed while the ball is in play?

A normal replacement enters only during a stoppage and after the referee’s signal. Permission and the outgoing player’s departure come first.

Does a goalkeeper change count as a substitute?

Replacing a goalkeeper with a named substitute uses an allowed substitution. Two existing players merely switching the goalkeeper role is different; it requires the referee’s prior knowledge and must occur during a stoppage.

What is the new ten-second rule?

In 2026/27, the outgoing player normally has ten seconds after the substitution is indicated to leave the field. If they overrun without an accepted exception, the replacement must wait until the first stoppage after one minute has elapsed following the restart.

Can a player be substituted back in later?

Usually not in standard professional soccer. Only specified approved youth, veteran, disability and grassroots competitions use return substitutions.
